筆者的論文采用在線問卷調(diào)查的方式,對(duì)我國社會(huì)公眾電子健康檔案隱私保護(hù)現(xiàn)狀的感知程度進(jìn)行調(diào)查。結(jié)果顯示,社會(huì)公眾對(duì)電子健康檔案的了解程度較低,84.69%的被調(diào)查者擔(dān)憂健康檔案會(huì)泄露隱私,63.55%的被調(diào)查者親身經(jīng)歷或聽說他人健康檔案泄露事件。公眾對(duì)個(gè)人電子健康檔案共享利用持比較保守、謹(jǐn)慎的態(tài)度。只有24.06%的公眾對(duì)電子健康檔案隱私保護(hù)現(xiàn)狀滿意,但62.46%的公眾對(duì)電子健康檔案隱私保護(hù)預(yù)期有信心。性別、年齡段、學(xué)歷和職業(yè)都對(duì)電子健康檔案隱私保護(hù)的滿意度有顯著差異。在調(diào)查基礎(chǔ)上,本文提出了完善電子健康檔案隱私保護(hù)法律法規(guī)、加強(qiáng)執(zhí)法力度、完善政府監(jiān)管體系、加強(qiáng)宣傳教育力度、制定科學(xué)合理的隱私保護(hù)策略、建立電子健康檔案全生命周期的隱私保護(hù)體系等建議。

Abstract:

In this paper, online surveys are carried out to investigate the public perception of the privacy protection for electronic health records(EHR) in China. The results show that the public has a rather poor understanding of EHR. 84.69% of the respondents worry that health information might disclose their privacy unintentionally, and 63.55% of the respondents have experienced or heard about data breaches of health information. The public holds a conservative and cautious attitude towards the sharing and the use of EHR. Only 24.06% of the public are satisfied with the status quo of privacy protection of HER while 62.46% of them have confidence in privacy protection of EHR in the future. It suggests significant divides in satisfaction with privacy protection for EHR between different gender, age group, education background and occupations. Based on the aforementioned investigation, the author puts forward some remedial suggestions, such as perfecting the laws and regulations on the privacy protection for EHR, strengthening the law enforcement, improving the government supervision, promoting the public awareness and training, planning scientific and reasonable privacy protection strategies, and establishing the privacy protection for the whole life cycle of EHR.
