深圳市衛(wèi)生健康能力建設(shè)和繼續(xù)教育中心

一、單位性質(zhì)

深圳市衛(wèi)生健康能力建設(shè)和繼續(xù)教育中心是于2005年4月經(jīng)深圳市編辦批準(zhǔn)直屬于深圳市衛(wèi)生健康委員會(huì)實(shí)施衛(wèi)生人才培養(yǎng)服務(wù)的事業(yè)單位。

二、主要職能

中心主要承擔(dān)以下職能：

在職醫(yī)務(wù)人員繼續(xù)教育的組織實(shí)施；承擔(dān)住院醫(yī)師、全科醫(yī)師規(guī)范化培訓(xùn)相關(guān)事務(wù)性工作。衛(wèi)生人才交流服務(wù)工作。承擔(dān)全市衛(wèi)生系列高級(jí)專(zhuān)業(yè)技術(shù)；資格評(píng)審的受理和具體實(shí)施；執(zhí)業(yè)醫(yī)師、職稱(chēng)考試考務(wù)工作；全市醫(yī)務(wù)人員繼教學(xué)分管理工作；全市繼續(xù)醫(yī)學(xué)教育督導(dǎo)和評(píng)估檢查。承擔(dān)全市醫(yī)學(xué)模擬教育體系建設(shè)相關(guān)事務(wù)性工作，包括組織實(shí)施模擬教育培訓(xùn)、考核、研究、信息化平臺(tái)建設(shè)等。負(fù)責(zé)全市醫(yī)療護(hù)理服務(wù)人才培訓(xùn)工作。與高校聯(lián)合舉辦在職學(xué)歷教育；衛(wèi)生職業(yè)技能培訓(xùn)與鑒定；社會(huì)人員醫(yī)療保健相關(guān)培訓(xùn)。完成市衛(wèi)生健康委交辦的其他任務(wù)。

三、業(yè)務(wù)開(kāi)展情況

市衛(wèi)健能教中心作為全市衛(wèi)生人才培訓(xùn)、考核、評(píng)價(jià)的專(zhuān)業(yè)基地，定期組織、開(kāi)展各類(lèi)專(zhuān)科技能培訓(xùn)和競(jìng)賽，目前具有一套規(guī)范的培訓(xùn)考核體系和專(zhuān)業(yè)化教務(wù)管理人才隊(duì)伍，已建立覆蓋醫(yī)學(xué)模擬教育、臨床基礎(chǔ)技能、臨床專(zhuān)科技能、標(biāo)準(zhǔn)化病人培訓(xùn)等醫(yī)學(xué)教育領(lǐng)域的師資及考官隊(duì)伍，擁有臨床各學(xué)科兼職教師人數(shù)超過(guò)800人。目前，已形成了“繼續(xù)醫(yī)學(xué)教育-畢業(yè)后醫(yī)學(xué)教育-在職學(xué)歷教育”相結(jié)合的衛(wèi)生健康能力建設(shè)服務(wù)平臺(tái)。

四、有關(guān)資質(zhì)

市衛(wèi)健能教中心是國(guó)家醫(yī)學(xué)考試中心批準(zhǔn)的“國(guó)家醫(yī)師資格考試實(shí)踐技能考試基地”，是省衛(wèi)健委確定的“省級(jí)繼續(xù)醫(yī)學(xué)教育站”、“廣東省全科醫(yī)生骨干師資培訓(xùn)中心（基地）”、“廣東省全科醫(yī)學(xué)教育理論教學(xué)培訓(xùn)基地”和“廣東省住院醫(yī)師規(guī)范化培訓(xùn)師資培訓(xùn)基地”，是省科協(xié)和省科技廳命名的“廣東省科普教育基地”，是中國(guó)老年學(xué)和老年醫(yī)學(xué)學(xué)會(huì)護(hù)理與照護(hù)教育實(shí)踐基地，被市人力資源和社會(huì)保障局評(píng)定為“深圳市專(zhuān)業(yè)技術(shù)人員繼續(xù)教育基地”、具有“人力資源服務(wù)許可”和“職業(yè)技能鑒定許可”，被市教育局授予“深圳市一級(jí)成人教育機(jī)構(gòu)”。

Shenzhen Health Capacity Building and Continuing Education Center

I. Nature of the Center

Shenzhen Health Capacity Building and Continuing Education Center (hereinafter referred to as the "Center") is an institutional unit approved by the Office of Government Set-up Committee of Shenzhen Municipality in April 2005 to provide personnel training service in the health sector and it is directly under Health Commission of Shenzhen Municipality.

II. Main Functions

The Center is mainly responsible for:

Organization and implementation of continuing education for in-service medical personnel; undertaking the routine work related to the standardized training of resident doctors and general practitioners.Health professionals exchange service. Undertaking the citywide advanced professional technologies in health system; acceptance and specific implementation of qualification assessment; examination work of medical licensing and title examinations; CEU (Continuing Education Credits) management of the city's medical staff; supervision and evaluation inspection of the continuing medical education of Shenzhen.Undertaking the routine work related to the construction of Shenzhen medical simulation education system, including organization and implementation of simulation education training, assessment, research, and information-based platform construction, etc.Training for medical and care services personnel of Shenzhen Municipality. Co-organizing in-service academic education together with universities; conducting health vocational skills training and accreditation; healthcare-related training for social personnel. Other tasks assigned by Health Commission of Shenzhen Municipality.

III. Service Implementation

As a professional base for training, assessment and evaluation of health personnel of Shenzhen Municipality, the Center regularly organizes and carries out various specialized skills training and competitions. Currently the Center has a set of standardized training and assessment system and professional educational administration team; a team of faculty and examiners covering medical education fields such as medical simulation education, clinical basic skills, clinical specialized skills, and standardized patient training has been established; with over 800 part-time teachers for various disciplines. The Center has founded a health capacity building service platform that combines "continuing medical education, post-graduation medical education and in-service academic education".

IV. Qualifications

The Center is the "National Physician Qualification Examination Practice Skills Test Base" approved by National Medical Examination Center (NMEC). The "Provincial Continuing Medical Education Station", "Guangdong Province Key General Practitioner Training Center (Base)", "Guangdong Province General Practice Education Theory Teaching Training Base" and "Guangdong Province Standardized Training Teacher Training Base for Resident Doctors" determined by Health Commission of Guangdong Province. It is also "Guangdong Science Popularization Education Base" named by the Guangdong Provincial Association for Science and Technology and the Department of Science and Technology of Guangdong Province, and the "Nursing and Nursing Education Practice Base" of China Association of Gerontology and Geriatrics (CAGG). It is rated as "Shenzhen Professional and Technical Personnel Continuing Education Base" by Shenzhen Municipal Human Resources and Social Security Bureau, has "human resources service license" and "Vocational skill appraisal license". It is awarded as "Shenzhen Grade-one Adult Education Institution" by Shenzhen Municipal Education Bureau.
